How to make MS Picture Manger more like MS Photo Editor?

The powers that be here decide to upgrade our systems,
so they replace Microsoft Photo Editor with Microsoft Picture Manager.

Now, I can't do all they things I used to easily do with Photo Editor.

So is there a way to make MSPM do some of the same things that MSPE
did?

Like I'd like to be able to have two or three photos in the same MSPM
window,
so I can cut and paste from them, and copy pieces out of one photo,
and make it into a new image.

Microsoft Picture Manager only seems to let you view one photo at a
time.

If you want to look at a second photo, it seems like you've got to run
a
second incarnation of MSPM.

I've been able to fumble around and get MSPM to do some of the things I
want,
but its just not a quick and easy copying and cutting and pasting from
one
incarnation of MSPM on your desktop to another.

And to top it off, there is something strange happening when I try to
run to
many MSPM (display to many photos). At some point (it seems somewhat
random),
no more incarnations of MSPM can be started: at that point clicking on
an image icon
does nothing.

It seems to be the case that if I end every incarnation of MSPM that I
have running,
once the last one is gone, then I can start opening up new
incarnations.

Anyway, what I'd like to do is have once incarnation running with
mulitple photos
displayed.
