How to make multi-row nav bar?

Is there a simple way to create a nav bar with two rows of buttons?
There are too many pages in the site I'm making to fit into one row.
I'm running publisher 2007.

Publisher 2007 allows you to insert two styles of nav bars
Horizontal and Vertical

The Horizontal selection allows you to set up the number of links per row.
The horizontal bars will overflow the page depending on the width of the
page and the number of links you ask for per row. They can be reduced in
size to fit. A little trial and error will get you there.

The vertical selection does not give the option and puts them all in a
single column.
