How to make office independant shortcut

Hello,
Currently we create separate shortcuts for each version of msaccess so
that users can use the appropriate shortcut to launch a database. is it
possible to create 1 unviersal shortcut that will launch the appropriate
(newest) version of access available on a users machine?
