How to make the drawing page non-scrollable so that I can move objects with
the up and down arrows on my keyboard?

turn off scroll-lock on your keyboard.

Thanks Paul but that didn't work. The drawing page still scrolls up and down
and I can clearly see the scroll lock icon lit up on my keyboard.

If the icon is lit, then Scroll Lock is on. Turn it off to make the page
non-scrollable with the arrow keys. Note that you must have a shape
selected when you press the arrow keys or Visio will still scroll the page.
