The line above the footnote is indented beyond the left margin and I cannot

Most likely you've added a first-line indent to Normal style, and theseparator
Most likely you've added a first-line indent to Normal style, and the
separator has inherited it. Switch to Normal view, and View | Footnotes. In
the dropdown on the toolbar, choose Footnote Separator. Right-click on the
separator, select Paragraph, and remove the indent.

What was "Normal" view is now Draft view.
What was "Normal" view is now Draft view.
In Draft view, in the References ribbon tab, click Insert Footnote. In the
footnote pane title bar, click the dropdown arrow to Footnote Separator.

In Word 2007, normal view is called 'draft'.
In Word 2007, normal view is called 'draft'. To edit the footnote separator
(or anything else to do with how footnotes are displayed), select draft view
(icons bottom right of the status bar) and then select 'Show Notes' from the
References Tab. This will display a split screen. At the top of the bottom
screen there is a dropdown Window 'Footnotes'. Select the footnote separator
from the drop down list and edit it as you wish. Reset will put the default
separator back.
