How to make the project visible to all users in Web Access

I have problems with setting project visible in Web Access.

I have publish the project in the following way:
1. I created the project file with MSPP 2003.
2. I published it: Collaborate > Publish > Project Plan > Project plan with
summary
3. Then I selected the project from Projects tab in Project Server. The
result is always: "There is no information to display..."

I have published the project and tasks. What I am missing here?
