how to migrate Outlook mail/contacts to a newly installed drive

I have fitted a new drive into my machine and I need to migrate my old
Outlook contacts and mail into the new system. How do I do this? I have tried
to import them as PST files but I am getting a "no permission" error

You never import Outlook data. The correct methods for migrating Outlook
