How to modify Issues and Risks Template Forms

I am using MS Project Server 2003 integrated with Windows Sharepoint
services. We have a designated site per each project on the sharedpoint area.
The project server is using templates for Issues and Risks, however, these
templates are cutomizable but at the project level.

Is there away to modify the original template for Issues and Risks and hence
all projects can see the modified version as a unified template accross all
projects?

Appreciate any assistance on this.

Keep in mind that the workspaces a based on a copy of the template
when they are _created_. You can't go back and apply a template to
them after that point.
