how to modify workgroup templates? They are always in use!

We have our Word templates stored on a network drive. Everyone uses these templates via the 'workgroup templates' file location setting
It seems that when someone creates a new document or opens an existing document based on a workgroup template, this template is locked for other users
This is a big problem for the maintainers of the templates. With over 100 people using these word templates, it is impossible to update them, because they are always locked
Is there any solution for this problem?

I know that you did not ask about macros, but the technique in the article
“Distributing macros to other users†at:

still applies. Otherwise, your template maintainers have to be prepared to
work after hours, or at least any template that has been modified will have
to be replaced when no one had a document based on that template open.
