Modify your Title 1 style to have Outline numbering.
You are better off to use the Heading 1 through Heading 9 styles for this
job: these are Word built-in styles which are already correctly configured
to accept outline numbering.
If you do not use these styles, you have to do a lot of work to set things
up.
The short answer is use Format>Style>Modify>Format>Numbering>Outline
Numbering then choose the sample that looks most like the one you want.

I write only paragraph titles, I give them asequate styles as "Title
1", "Title 2", "Title 3", I use Format->Bullets-Numbers->Hierarchy
with 1.1 numbering style, but Word numbers all titles as if they all
had "Title 1" style. It happened already to me several times, I wasted
a lot of time, I should like ti definitely know the solution.
