How to only send to people added or removed from a meeting notice?

Attempted to modify reacurring meeting notice, adding attendees and removing
others and was not given the option to send the update to only the people
added or removed. Instead it went out again to all attendees and they in
turn returned acceptances, tentatives and deletes; all of which I already had.
