How to open form on dragging item to folder

If I drag a contact item to a folder set to use a Post form, it is converted
to the default form for the folder and opens itself up. Can I do something
similar in a public folder set for a custom form so that any mail dragged to
the folder opens an instance of the custom form to allow the user to enter
some other information?
