how to open webpage in IE and not Mozilla?

Many web users have defaulted to use other browers than Internet Explorer.
Frontpage Gallery is best seen in IE as it doesn't mess up the layout and
WYSIWYG. How can I force to open a new window in IE and not in Mozilla?

You can't force someone else's browser to open in IE if they are using
Mozilla. Thank heavens for that ;-)

I, for one, use Firefox for most of my browsing, and I do it for a reason.

Very well, but I've read a number of earlier 'posts' dealing with display of
photos in the picture gallery created with FP. My slide show in Mozilla shows
the thumbnails neatly at the top but each full size picture under the
'middle' thumbnail, i.e. one has to scroll all the way to the right to see a
picture. The slideshow viewed in IE has the picture in the middle of screen,
no scrolling required. If I can't force the picture gallery to open in IE,
how can I fix the dispaly in Mozilla? Thanks.

Find an alternative photogallery solution that will work in all browsers.
The FP gallery is not the best solution to use for the very reason you've
asked about - that it works best in IE, but of course not everyone uses IE.
