How to outline a number

I'm trying to outline a number with a different color. When I choose outline,
the number turns white. What I'm looking to do is have a red "9" with black
outline. Can someone please tell me how to do this?

No can do in Publisher. You can use WordArt.

Yeah, everything I read says you can't but just wanted to confirm for sure.

If you create an exact copy of the text box in exactly the same position
(using copy/paste and snapping options), you can set one set of text to
Outline (and black) and the other to solid (and red); this will give a
similar effect. This is more convenient for long blocks of text than
single digits, though, and is less customisable than WordArt.
