A little more detail about your requirements might help to determine if
OneNote will do exactly what you want, but if you create your pages in the
order that you want them processed, they will naturally fall into a
chronological order.
As an example, I have biweekly staff meetings with different people at work,
and have a section file for each category of meeting/person. I create a new
page for each meeting, and put the current date/time as its title (using the
Insert | Date and Time keyboard shortcut). Since the pages are created as I
have a new meeting, they are inherently sorted by date.
Each page gets automatically timestamped when created (and that timestamp
can be manually changed if desired). OneNote does not have a native function
to sort pages or folders/sections automatically by date or other criteria.
In order to re-order pages/folders/sections, you have to manually put them in
the order you want.
