How to prepare/integrate plans of a portfolio of projects

We are currently using project 2003.
I am looking for materials or tips that can help us prepare plans for big
projects which affects many applications. We are trying to see what is the
best approach in preparing plan for such a big project. Do we require each
application team to create their own project plan which the project manager
will then integrate into a "portfolio" plan? Or will there only be one big
project plan containing the activities of all the teams involve?
We were told that there is no one solution for such a problem. It may just
evolve. Any information you can provide will be most welcome for it may lead
to us finding the right solution for our situation.

Whoever advised you that there is no one solution is absolutely correct. No
one could tell you how best to do this without knowing a lot more about the
scope and breadth of the programs you're talking about, the maturity of your
PM capabilities, and organizational constraints.

Hi Gary,

Given what you said, are there any sites where I can go to research on how
different organizations handle big projects using EPM or MS Project?
We are willing to try out different approaches so that we can come up with
something that best address our situation and needs.
