How to prevent dimming of Logo in Header

I am creating letterhead and want the full color of the
logo to come through, when placed in the header. Headers
are dimmed unless the headers/footers are being edited.
Is there a way to have headers and footers display
without the dimming?

Hi Rob,

The header is 'dimmed' because it's actually a separate
work layer of the document. If you treat the document
like a form and the letterhead is only on the first page
one method would be to put the letterhead in the document
work layer, insert a continuous section break and then
lock that section for editing, but it's tricky to keep
that maintained.
