How to print 2 spot color in Publisher for commercial output?

I have a grayscale photo and blue and black text. I have been unable to get
the blue text to print in anything by CMYK at my printer. I have tried all
the commerical printer options. Any ideas?

Your publication has to be set up as a spot color publication.

You can do this (even after you've made it) Go to Tools menu, Commercial
Printing Tools, Color Printing. Select "spot colors"

Then you can choose the colors you wish, and change those colors to the
colors you wish.

When printing I recall that you will have to print as separations.
