How to program outlook rules

Hi,
I need to program an outlook add-in to heck if a received e-mail contains a
certain type of data. I think that I need to program a rule but I don’t have
any documentation about this subject. Anybody knows if this is possible? I
think that an event handler is needed. What event handler? Anybody knows
anything about this subject?

Rules are not in the Outlook object model except for Outlook 2007, where a
new Rules collection was added. The only (and very limited) way to program
rules before that is to use the old Rules.dll that you program in CDO 1.21.
