How to protect and project modified by member with a PM authority

I want to set up a project at project pro edition, and one of the group
member is a PM,who has authority to setup another project. I allow him to
view the project which I setup,but I don't want him to modify. Is it possible
to be fullfilled?
another question:
If I am a boss , I want to check my PM's work, and the project is
cross-department, So I don't want him to modify his group member's task time
info ,could it be done?
