how to Publish web site to http virus ftp

I know it makes a difference for sites to upload in the http or ftp protocol,
but withoiut reinstalling the Operating System disc for the ftp, how can I
find out what protocol my site is in? and how do I get it to go to HTTP?

You have some reading to do, as you have some basic concepts mixed up. Start
at the FAQ page, and read especially the first 4 or so questions about
publishing your site:

I would also peruse the rest of the material that is available under Web

I found the FPSE, the IT person emailed the link to me to see if it was
there. So I tried the submit button again and it would not work, nor would it
work by me creating a html button. I am confused why this is not working. you
can view the site at edisonutilities.com and the contact page does not
submit. Anything else to help would be appreciated.
