Microsoft has a utility available. You should be able to find it.

and Disaster Recovery Guide from http://go.microsoft.com/fwlink/?LinkID=20234
for detail procedure of recovery, refer to "Project Server Recovery Tools"
section in the Disaster Recovery Guide.

Hope this solves your problem. Also, you should take
regular-separate-backups of ProjectPlans so that in case of any disaster you
can import them back.
