How to remove preset template upon opening MSOffice 2003?

I use a computer that was previously used by past owners.
Upon opening Microsoft Office Word 2003, a blue template appears. I have
tried all I know to do to permantly remove this.
I can remove it by highlighting and deleting.
This is time consuming and frustrating. can anyone tell me how to completely
remove this..template?
