How to repair "enterprise global" check out issue in database

I am using MS PS 2007

Each time I try to open Enterprise global I got the error message
<The enterprise global file cannot be checked out.
You cannot check out the enterprise global as it is already checked out to .>
and then open operation aborts... (ie comes back to project pro).

I tried to 'Force Check-in' from Server Setting (as administrator) but I got
an Error <System.Web.Services.Protocols.SoapException: ProjectServerError(s)
LastError=GeneralUnhandledException Instructions: Pass this into
PSClientError constructor to access all error information at
Microsoft.Office.Project.Server.WebService.PWA.AdminReadCheckedOutEnterpriseProjects() Troubleshoot issues with Windows SharePoint Services.>

I tried "Server Settings - Manage Queue" but no pending jobs anymore...

So seems that I would have to directly modify "database table".
Is there anybody who knows
- in which database table (Enterprise global object) ?
- or how to find said database table?

JPA:

Before we go any further, firs try deleting the cache on your client machine
by following these instructions:

Start > Run
%appdata%
Navigate to the MS Project folder
Delete everything below the folder

See if that clears it up. If not, we'll need to dive into the database.

Hi Gary
Thanks for your suggestion.
At the moment I deleted everything under MS Project folder except the Cache
folder where I noticed that it was including information about the 3 Project
server accounts I created recently.
Keeping Cache folder doesn't solve my current problem...
Before going further, can you confirm that if I delete the cache I can
recreate Project server accounts created and I will not have lose anyrthin
important?

Who knows where to look directly into "database table"
