How to restrict Outlook settings

I'd like to prevent users from changing the mail format option. We use RTF
and that's what each Outlook is initially set to, but some users have found
where to change it, so I'd like to disable/restrict access to this feature.

It would be useful to prevent other settings from being changed. Is there a
deployment kit or something that has tools for this?

You can use Group Policy Objects and the administrative templates from the
Office Resource Kit. Message format is one of the many features you can lock
down.
