How to save as webpage on a server and the hyperlinks/files follow

I was using Publisher 2000 and created a web-based program for work. When I
saved it as a webpage on the server, all of the files were automatically
"copied and pasted" and all of the hyperlinks were converted to be linked to
the server.

When I went to update the website using Publisher 2003 and went to save it
as a webpage, the links were still pointed to my harddrive, instead of on the
server.

What am I doing wrong with the 2003 version?
