How to separate tasks from assignments?

Hello,

I want to separate tasks from assignments, with Project Managers being
allowed to create and change tasks, and functional managers being allowed to
assign resources to the existing tasks (but not allowed to change tasks
themselves). Is this possible in Project Server?
In addition, I'd like to know the difference between "assign resource" and
"create assignment" in the list of permissions (actually the whole expression
is "create new task or assignment").

The task and assignment planning process you wish to follow is not possible
in Project Server. Therefore, I would propose that you establish a
methdology by which the PM performs the task planning on the project, and
then works in cooperation with the FM during the resource planning and
assignment planning processes. Hope this helps.
