How to set a default choice for incoming mail in Outlook

I should like for MS Outlook to present a default choice for incoming mail
--not only HTML, PT, RTF (which exists)-- but also, as in Outlook Express,
choice of encoding. And if it be already there, I'd like to know where. It is
such a chore to have continually to open each mail, then go to other options
and change what normally should be legible in the first place.

The sender determines the format of the incoming message and that's no
different than in Outlook Express.
