How to set AutoArchive for all folders including PSTs

My company is trying to join the 21st century and is upgrading to Outlook
2003. One one machine using AutoArchive "Apply these settings to all folders
now" does not set for personal folders, only the Outlook Today. However on
another it did work. Can't figure out the difference.
