How to set calender to show meeting before they accepted

Hi,

I would like to set up our calendar in a way that when
you setup a meeting it appears in everyone's calendar as
tentative. Right now if the person does not accept the
meeting it does not appears on his calendar.

Please let me know if you have any idea.
