How to set macro security low for all terminal server users

Hello
We have about 40 users that terminal server in and use a program that uses
access.
Sercurity setting must be set to low in office for the program to run.
I need a way for the administrator to set the security setting low for all
users , not just in the administrators profile,
Is there a way to do this?
