how to set reminders and alerts for all team members as a whole

How it is possible that as an admin i will set reminder and alerts for all
team members , timesheet managers , project managers, from one profile . and
it will be standard for whole organization. and not every person can set on
its PWA.

You can do this, but the process requires a minor hack to the Project Server
