How to set retention Policies

I have Outlook 2003: In Tools/Options/Other/Auto Archive there is a
Retention Policy setting. This section says 'The network administrator has
not set retention polices' and the Retention Policy Information button is
greyed out.

I have created a recipient policy on the exchange server and activated the
mailbox manager.

What else do I need to do to change the Retention Policy setting

The Retention Policy setting referred to there is not related to Mailbox
Manager. The article at

how to configure such retention settings with the Group Policy Editor.
