how to set smtp authentication

I would like to know how to set SMTP Authentication Setting on MS Outlook
2002 SP3./WindowsXP-Home with the latest MS Updates.
When on E-MAIL ACCOUNTS at Internet E-mail settings (POP3) instead of
SETTINGS my version shows TEST ACCOUNT SETTINGS-NEXT-FINISH. Where else can I
set E-mail settings?
Help appreciated.
