How to set the default font colour to a custom colour?eg dark teal

I tried various ways to change my font color to a color which is not in the
default list but it never stays.

Also, the stationary editor does not allow you to select a custom colour. We
can only choose from the list of 17 colours.

As far as I know, the only way to change the color of regular text in
Outlook is by changeing the Default "window" font color in Display
Settings.
