How to set the path for normal.dotm?

Office 2007: How/where can I set the path for the default location of
normal.dotm and use it as the startup folder.

Also, be aware that normal.dotm lives in the folder labeled as the User
Templates location. The Startup location has a different purpose (templates
stored there are loaded at startup as global add-ins) and is a different
folder. Pointing both locations to the same folder will make an awful mess,
because most templates aren't meant to be add-ins.
