How to setup an environment on enterprise for getting the actualeffort on a single task by multiple

Scenario as..

In organization more than 1500 resources are responsible for giving
their actual effort in case of every project but many of people are
not assign on those projects because they are not part of the team,
than how they can provide their effort against for those projects?

Yatin, I assume your question is "how can a resource update a their actual
effort on a project without beein assigned to the project?"

The short answer is "they cant". In order to update the actual effort spent
on a proejct a resource needs to be assigned to a task within this project.
