How to setup frenquent automated email?

I want to be able to configure outlook so that when I drag a file into a
specific folder in outlook. Outlook will send an email automatically to a
person with the file I have just drag into outlook.
My problem is that I send emails to the same person(s) every week with a
different file everyweek. I want to find a automated way for me to do this
with outlook, to eliminate having create a send message, putting the person
email address, inserting the attachment, and clicking send button everyweek.
Please I really need help. Thank you.

Set up a template with that person's email in it. then the process should
only take you about 10 seconds per week of your obviously very valuable
time.

While I don't know any way to accomplish what you ask, the following might
