How to share access to timesheet

I faced two challenges concerning share access to Project’s timesheet:
1) How to block access to the timesheets for team members after some
specified open period is over. I need some feature like ‘Close period’ to
mark that there is no timesheet adjust is possible with less than specified
date.
2) How to give project managers a read-only access to someone else's project
data and full access to their own projects. At present I only know how to
give either a full access or no access at all. I would like to have read-only
mode.

The answer to your first question is to use the managed time periods feature
in Project Web Access. This requires setting some configuration options. You
should read the Project Server Configuration Guide on this subject before
doing it, so that you understand the impact on the system.
