How to size website for all monitor settings?

(Not getting email authorization, so sending this agian)
OK, I have a read a couple of similar Q&A's on this matter, but I am left
scratching my head. I do not understand HTML code as one guy, Dave also
stated. And I got lost on the other individual's post, Guy, after more type
about points and such.
Think of me as a major beginner in web designing. Please don't tell me to
hirer a professional....as we are quite poor (but happy) and got Front Page
2003 via my husband's work.
I started this website years ago, to bring the family closer together. But
have met with frustrated relatives! I find that their monitor's are smaller
then ours and it just squishes everything together, not to mention my cool
fonts are not the same on their monitors.
I read that tables should have been used, whatever they are. Or something
about borders? Can someone please please please help me understand this as
best as possible, and not get frustrated with my lack of computer knowledge?
