How to slice a large Personal Folder (.pst) to multiple such files?

I would like to slice it in accordance of dates. For example, will generate
PF2001, PF2002, PF2003,...
Where each one preserves the exact Folder List and serves as a bucket for
one year.
It would be nice if there is a utility to recombine them into one Personal
Folder.
And of course, a utility that search among all Personal Folders.

If not readily available, where can I read the specifications of .PST files
and necessary programming info so I can create a utility myself.

Several people where I work have done that.
It would be nice if there is a utility to recombine them into one
Personal Folder.

Why? With some versions of Outlook, such a recombination would result in an
unuseable PST due to the size.
And of course, a utility that search among all Personal Folders.

The internal format of the PST is proprietary information but
http://www.outlookcode.com/ has many examples of scripting Outlook.
