How to solve Duplicate message receipt problem?

I am using Outlook 2003.When i am trying to send messages to Location-B
(Mumbai) (e-mail address removed) from Location-A(Delhi) (e-mail address removed)-B receives every
message at least twice.Could you please help me solve this problem.

Note : I have set a rule of cc to (e-mail address removed) on Loaction-A(Delhi) for every
out going message.
