How to sort programs in xp and 2000

Q1. I have two computers, one with xp, the other with Windows 2000.
a. How do I sort programs, after I press Start, programs.
b. Can it be set to permanent sort, as I add and remove programs.

Q. 2. Same question for the programs above the horizontal line.
