How to start Contact Manager in Outlook 2003?

Installed office 2003 pro and then installed contact manager and updated to
sp1.
Started outlook 2003 and do not see menu item "Business Tools". I see only
"Tools".
Under new there is no selection option "Accounts" as shown in tour.
I created new contact DB file.
What is going wrong?
