How to Stop EULA that Keeps Appearing

I have installed my OEM version of Office XP Pro w/Publisher 2002 on the
machine it came with. I have registered it OK and downloaded all the
updates. The problem I have is that the EULA window appears every single
time I open any of the office packages (Word, Excel etc). I have tried
Microsoft and they want $50 to solve the problem? I am the administrator and
there are no other user accounts.
I have tried reinstalling and same problem. Any help much appreciated!

I have just posted my resolution for the same problem.

I too was OEM. I didn't want to pay for the support when
I knew I could find the answer.

Resolution was to change permissions in the Registry under
HKEY_LOCAL_MACHINE / SOFTWARE / MICROSOFT / OFFICE to
allow full control with the userid. Although I had set
the permission to propagate downward it never made it to
the Office portion, specifically the OFFICE / 10.0 /
COMMON / GENERAL so that when EULA accepted it would
change the bit setting from '1' to '0' on OEM REG_DWORD.

In my case, I was the only user on the system with full
Administrator previlages. However, under the registry I
didn't have 'full control' for the Office product, so it
never changed the setting when I accepted the EULA.
