How to stop Outlook making itself the default mail program?

I use Outlook 2002 (SP2) for contacts and calendar. I have a different
program for handling my emails.
I have to go to Control Panel > Internet Options > Programs to change
the email option to my regular mail client several times a day, since
every time I open Outlook, it makes itself the default.
Tools > Options > Other > "Make Outlook the default program for
email..." is unchecked in Outlook.
How can I stop this behaviour?
