how to stop Outlook putting new messages in delete folder

No rules are in place, but Outlook is randomly moving some incoming messages
into the user's "deleted" folder. No consistency on which messages are
getting dumped before hitting the "in" box. How do I fix this?

Without a rule or other add-in, I don't see how this is possible.

That's why I'm baffled, too. It SHOULDN'T be possible. However, it's
happening. No rules. No intervention by the user. And JUST that user is
experiencing it. *sigh*

Does it happen if you start Outlook in safe mode?
