How to suppress spaces at start of Paragraph on new page?

Ordinarily Word does suppress space before a paragraph at the top of a page
(though this may not be obvious) except after a manual page break or a
section break. You can force it to suppress the space after a page break by
checking the "Suppress Space Before after a hard page or column break"
option in Tools | Options | Compatibility, but there is no way to override
the space after a section break.

If you want to make sure that the paragraph starts at the top of a page, set
the Spacing Before to zero and then check the "Page break before" option in
Format | Paragraph. Of course, this is best done in a paragraph style.
