How to switch keyboard layout in Outlook

I am working with german keyboard layout and this works fine in all
applications. Only within Outlook (Contacts, Appointments, Notes etc.) I have
problems, because internally Outlook seems not to respect the german setting;
while in emails the german setting is used again.
