how to switch off voice messgae "You have Mail" in Vista Outlook

I have switched off feedback with sound, but still get a voice message
announcing the arrival of emails or unread emails. It is very intrusive, and
I wish to turn it off without simply muting the sound.

Options and menu navigation change in different versions. Versioning
means change. You did not specify WHICH version of Outlook you use.
There is no "Vista Outlook" version or edition of Outlook. Vista is a
version of Windows (which has multiple editions). In OL2002, go to:

Tools -> Options -> Preferences tab -> E-mail Options button -> Advanced
E-mail Options button

Is that where you disabled the sound alert in Outlook? If so, do any
rules (or alerts) that you defined (or enabled) include a sound action?

Did you check the Sounds applet in Control Panel to see if no file was
specified for the New Mail Notification event?

Version is Outlook 2007 running on Vista Ultimate.

Yes - this is where i unticked "When new emails arrive in my inbox" - "Play
a sound"
Tools -> Options -> Preferences tab -> E-mail Options button -> Advanced
E-mail Options button

Then I went to the "Other" tab and under Advanced options unticked "Provide
Feedback with sound"

Then I checked the wavelet in the control panel sound tab and saw it was a
simple beep.

There are no rules or alerts requiring or creating sounds

Yet I still get this voice announcing "You have mail" each time a new email
comes in, or announcing "There are x unread mails" each time I start outlook.

I find it extremely irritating, but even more irritating is that there is no
apparent way of switching it off.

Really grateful for any assistance

Google turns up this:

With Outlook open, go to Tools, Reading Options (find this at the very
bottom of the menu), uncheck "inform mail receiving"

Check what add-ons have been installed for Outlook. If none look like a
probably suspect for causing the problem, start Outlook in its safe mode
("outlook.exe /safe") which does not load the add-ons and then retest to
see if the audio file plays when a new item is received.

What anti-virus, anti-malware, anti-spam, or other security product do
you have installed that interrogates the e-mail traffic?
